The dichotomy of disarmament

Disarmament and its related talks have been on, albeit with little progress, since 1945. The Eighteen Nation Disarmament Conference(ENDC) was commenced with a view of achieving a near improbable collective consensus among the member states. Although the prospects of non-disarmament can be alarming, the viability of disarmament remains a question. It is thus worth exploring the 2 faces of disarmament in this context.
